As far as packages overlapping, it's obvious that there are 3 different PERL packages out there, supported (or simply provided) by three separate groups. I wouldn't expect all three to coordinate their efforts. I would pick one package for installation and stick with it until something forces me to change. In your particular situation, my hunch is that the RPMs will be updated more often than the perl.rte fileset. The freeware.perl is a toss-up -- is anyone actively updating/maintaining it? ..just my $0.02...
